City planners do not place buildings randomly. They think about where people live, where they go, how vehicles move, and where services are needed.
Now your team will become city planners. Can you make a city area easy and safe to use?

In this task, your team will plan a small smart city area. You will use a map, city cards, road cards, and building blocks to show how your city works.

• What is city planning?
City planning is the process of deciding how places, roads, public spaces, and services are organized.
A good city plan helps people live, move, work, shop, learn, and receive services more safely and easily. City planners think about where homes, stores, farms, and warehouses should be placed; which places need safer crossings; where people, vehicles, or delivery services meet; and which areas may need smart devices in the future.
• What is a smart city system?
A city is more than a group of buildings. It is a system of places, roads, people, vehicles, rules, and services.

In a smart city, devices can collect information and help people make decisions. But people still need to plan, check, and improve the system.
• Key Idea: A city is a system.
When one part changes, other parts may change too. If the warehouse is far from the store, delivery routes may take longer. In this task, every card should have a reason.

Plan the City System
Do not build yet. First, plan your city like a city planning team.
NOTE: How to sign the place of buildings and other cards. You may notice the coordinates with A-F and 1-4 and directions of N/W/E/S. For example, the place below can be described as W(A,3).

Step 1: Choose City Places
Choose at least 4 city places for your map. You also can choose other city places which are no included in the City Place Cards.

Step 2: Plan City Zones
Think about what each area is mainly used for. Fill in the table with the appropriate cards or buildings and their map coordinates.

Step 3: Find Risk Points
A risk point is a place where a problem may happen.

Set Up City System
Now turn your plan into a city model.
Step 1: Lay the Smart City Map flat on the table. Make sure every team member can see the roads, zones, and card spaces.
Step 2: Build card stands and place your city cards on the map. Use your planning table to decide where each card should go. Each card must have a reason.
Step 3: Add road or zone cards to solve city problems. For example, add a loading zone near a warehouse.
Step 4: Use building blocks to make simple supports and structures. Build card stands, a simple building base, and a small service structure such as a gate, counter or sign.
Build Rules: The stand should be stable. It should not cover important roads. The structure should help people understand the city place. The model does not need to be large or complex.
Step 5: Use blocks or a model vehicle to simulate the test situations and test whether your team plan works.

Test and Explain
Test your city layout.
A test point is a place where your city plan needs to work well.
Choose test points from the city places, road cards, zone cards, and risk points you placed on the map.
Move a model vehicle, block, or finger along the planned loop route. At each test point, stop and ask:
• What should happen here?
• Which card or rule helps the city work better?
• Does the city planner need to change anything?
